CALL TO ORDER - 7:00 pm

Chair Susanne Vinton opened the special meeting, called it to order at 12:05 p.m. and led those present in the Pledge of Allegiance.

The following trustees and officers were present: Trustees Susanne Vinton, Jason Hamrick, Becky Malenowsky, and Greg Bochy (via speakerphone), Superintendent Eileen Johnson and District Clerk Diane Brook. Trustees Peter Freivalds, Tamara Spillum, and Holly Sather were absent.

Middle School Principal Mike Sullivan was present.

Mrs. Vinton advised the following:

Any person present who wishes to address the board or raise any question about public school district matters or governing policies may do so under public participation. No discussion of personnel or individual students is permitted at this time. A limit of three minutes is placed on each speaker. Persons who want more time may make arrangements to be placed on a future agenda. The public is also reminded that they may provide input on all motions being considered by the board at this meeting.

Chair Vinton asked those present if there was objection to changing the order of the agenda. Seeing none, she advised that they would consider Items 2, 3, then 1.


Jason Hamrick moved to hire Summer Peterson as a substitute teacher. Becky Malenowsky seconded the motion. It was noted in the agenda that a fingerprint background check has been completed. Susanne Vinton, Greg Bochy (via speakerphone), Jason Hamrick, and Becky Malenowsky voted aye; the motion passed four to zero. Eileen advised that they plan to have her substitute as a counselor during an upcoming family leave.


The parties were not present. There was no meeting with the employee.

LEA President, Stephanie Miller arrived at the meeting at 12:10 p.m.

Supt. Johnson provided a brief overview of the insurance situation. She advised that the Lockwood Education Association union had voted on November 20, 2008.

Stephanie advised that the union overwhelmingly chose MUST with a vote of 59 for and 3 against. The LEA recommended moving to MUST insurance effective January 1, 2009.

Eileen recommended MUST insurance also. She said that it is important that the administration and the union agree since health insurance is a negotiable item in the Master Agreement.

Jason Hamrick moved to approve MUST as the insurance provider for Lockwood School District effective January 1, 2009. Becky Malenowsky seconded the motion. Greg Bochy (via speakerphone), Sue Vinton, Becky Malenowsky, and Jason Hamrick voted yes. The motion passed four to zero.

It was noted that the agreement with MUST will be for 18 months. The first six months will be at current rates and there will be new rates effective July 1, 2009 through June 30, 2010.

The Board of Trustees and Superintendent Johnson expressed their appreciation to Stephanie for all her hard work in getting information about both MSHWP and MUST insurances, providing comparisons in a Power Point presentation for the staff and facilitating the committee meetings. Her diligent work helped the staff to be well-informed prior to the vote.

Jason Hamrick moved to adjourn the meeting at 12:17 p.m. Becky Malenowsky seconded the motion. All trustees present voted aye; the motion passed.
