CALL TO ORDER

The special meeting of the Board of Trustees of School District No. 26, Lockwood Schools, Yellowstone County, was duly held in the Board Room in the Administrative Building at 1932 U.S. Highway 87, Billings, Montana on Monday, February 5, 2007.  Chairperson Teresa Stroebe led those present in the Pledge of Allegiance and called the meeting to order at 4:09 p.m.

Trustees and officers present were Trustees: Becky Malenowsky, Sue Vinton, Teresa Stroebe, Thomas Jones, Greg Bochy, and Tim Trafford, Superintendent Eileen Johnson, and District Clerk Diane Brook. Trustee Barbara Forrester Frank was absent.

Staff present were Facilities Director Art Anderson and for part of the meeting, Middle School Principal Mike Sullivan.

Terry Sukut, architect from JGA, was also present.

The purpose of the meeting was to conduct interviews with the three respondents to the Request for Qualifications for Construction Manager At-Risk (CM-AR) Professional Services for the Middle School Building/HVAC Renovation Project and Hire CM-AR. 

The contractors were all asked the questions attached.  The information provided in their portfolios and their responses during the interviews were scored via the attached weighted evaluation form with a maximum value of 175 points.

The Board of Trustees conducted the interview with General Contractors Construction Company from 4:10 p.m. until 5:05 p.m.  Rudy Grossman, Owner/Superintendent, Dustin Grossman, Project Manager, and Vic Reichenbach, Owner, were present representing General Contractors.  These gentlemen left the meeting when the interview concluded.

Terry Sukut recorded each interviewer’s evaluation scores, tallied the results, and tabulated the composite results on to a final evaluation form for General Contractors.

Architect Sukut re-affirmed that neither the trustees nor their spouses had any pecuniary interest or familial relationship with any of the contractors.

Those present had dinner provided in the board room.

The Board of Trustees conducted the interview with Hardy Construction from 6:00 p.m. until 7:10 p.m.   Representatives for Hardy Construction present were Greg Hardy, President and third generation owner, Andy Wick, Vice President and Project Manager, and Larry Patterson, General Superintendent/Safety Coordinator.  These gentlemen left the meeting at the conclusion of the interview.

February 5, 2007

Terry Sukut recorded each interviewer’s evaluation scores, tallied the results, and tabulated the composite results on to a final evaluation form for Hardy Construction.

The Board of Trustees conducted the interview with Hi Tech Construction from 7:45 p.m. until 9:00 p.m.    Representatives for Hi Tech Construction were Scott Chartier, Executive Vice President, Kevin Hintt, Vice President, and Brian Gilbraith, Superintendent.  These gentlemen left the meeting at the end of the interview.

Terry Sukut recorded each interviewer’s evaluation scores, tallied the results, and tabulated the composite results on to a final evaluation form for Hi Tech Construction.

At the conclusion of the three interviews, the trustees, superintendent, and facilities manager made final comments, reviewed the evaluation forms, and verified the evaluation composite results for each respondent contractor. 

Comments and evaluation composite results are documented and stored with the qualification portfolios.

Trustee Greg Bochy moved to hire Hi Tech Construction as Construction Manager At-Risk (CM-AR) to provide Professional Services for the Middle School Building/HVAC Renovation Project.  Trustee Becky Malenowsky seconded the motion.

Sue Vinton, Becky Malenowsky, Greg Bochy, Tim Trafford, Thomas Jones, and Teresa Stroebe all voted in favor of hiring Hi Tech Construction.  There was no opposition.  The motion was passed six to zero.

Sue Vinton moved to adjourn the meeting at 9:45 p.m.  Thomas Jones seconded the motion.  Becky Malenowsky, Sue Vinton, Teresa Stroebe, Thomas Jones, Greg Bochy, and Tim Trafford voted aye; the motion passed six to zero.
